The Asphalt Paving Association of Iowa (APAI) is excited to announce we have hired a new Executive Vice President (EVP). Scott A. Dockstader, P.E., has accepted the position and will assume his new role on March 24, 2020. Dockstader succeeds Bill Rosener, who served as APAI’s Executive Vice President since 2008.

Dockstader currently serves as the District I engineer for the Iowa Department of Transportation. Scott joined the Iowa Department of Transportation after graduation from Iowa State University in 1987, with a Bachelor of Science in Civil Engineering.  He became a Professional Licensed Engineer in 1992.  “It is very difficult to step away from the Iowa DOT, as it has been such a large part of my life, but I am honored to serve as APAI’s next Executive Vice President,” said Dockstader. 

The selection of Dockstader comes after an intensive search process conducted by APAI Board of Directors Search Committee. We are very excited to have Scott taking on the role of Executive Vice President. Scott brings a career of construction knowledge and wealth of experience with the Iowa Department of Transportation, Counties, Cities and the contractors throughout the State.

With Scott serving as the new Director, he will work to ensure the Asphalt Paving Association of Iowa remains one of the most progressive and strongest asphalt associations in the country. Through education, outreach, and networking, he will work to build market share for our product throughout the state while promoting quality and safety.

The APAI Board of Directors and Search Committee would like to thank all of our members and APAI staff for remaining patient as we worked through this transition. We were honored to have incredibly qualified and passionate candidates express interest in this position. The number of talented candidates serves as testament to the strength of this Association, its members, and staff. Once again, we thank you for your patience.
